State Lawmakers need to hear feedback from the shop floor so that they can craft meaningful legislation and fight proposed bills that might harm Long Island's business climate. To better serve the region's Manufacturers, IgniteLI has joined the New York State Manufacturers Alliance, and MACNY, the Manufacturing Association of Central New York, to speak with one univied voice. Through this partnership we present the following legislative agenda items before the State Legislature;
The following are proposed legislative items the Manufacturers Alliance of New York SUPPORTS.
Since 2016, New York state has provided funding for MIAP, a program targeted at raising the skill levels of incumbent and entry-level manufacturing workers while filling a crucial staffing need within the industry. The effective pilot of this apprenticeship program in Central New York created a statewide need to expand and support registered apprenticeships in high demand sectors. Read More.
Legislation that would extend the 0% tax rate and provide tax equality for all manufacturers. Read More.
Manufacturing across the state continues to struggle to fill open positions with a high skilled workforce. This legislation would provide for new investments and resources for workforce development in New York, with a priority on programs with proven outcomes that engage industry partners, such as YouthBuild. An amendment to the tax law, in relation to exempting certain personal protective clothing and equipment from the tax on sales and the compensating use tax. We believe this bill would not only help small businesses purchase personal protective equipment, but also benefit manufacturing companies that are producing PPE in the State of New York. Read More.
Legislation that would prohibit the inclusion of claims for unemployment insurance arising from the closure of an employer due to the COVID-19 pandemic from being included in experience rating charges. Read More.

This amendment relates to the state’s General Business Law’s provision regarding perceived monopolies. Read More.
This legislation enacts the “New York Privacy Act” to require companies to disclose their methods of de-identifying personal information, place special safeguards around data sharing. While we understand the intention of the bill and support consumer security, we believe the bill is overly expansive and worry it would create significant costs for New York businesses during challenging fiscal time. Creates a government-run, “single-payer” health care system in replace of New York’s current system of health coverage. The single payer system would be financed by a mandatory new payroll tax on both employers and employees, as well as new taxes on other income such as interest and capital gains. Such tax increases would be significant. Read More.
Creates an “employee lien” for the purposes of securing payment for alleged violations of state labor law. IgniteLI, which represents more than 3000 manufacturing companies and other businesses and organizations throughout Nassau & Suffolk Counties, understands the bill’s intention and certainly supports the enforcement of New York’s wage and hour laws. We believe this legislation would create an unnecessary regulatory framework for employers and subject them to potential civil penalties and additional costs. It would create another mandate on employers during already uncertain fiscal times due to the current COVID-19 pandemic. Read More.
