Navy Launches Regional Talent Pipeline Program on Long Island

Hauppauge, NY, May 23 — The Program Executive Office for Strategic Submarines (PEO SSBN) and the Shipbuilding Industrial Base Task Force (SIBTF) within the Naval Sea Systems Command (NAVSEA), have selected Long Island, New York to be the location of their 5th Regional Talent Pipeline Program. The PEO Strategic Submarines has identified Long Island as having a high density of Defense Industrial Base Suppliers with a strong set of training providers and facilitators.

The Talent Pipeline Program was created to take action on shared defense industrial base workforce challenges and gaps to meet the current and future maritime construction demand signal. The Navy estimates that an additional 150,000 employees will be needed in the nationwide industrial base to meet the expected demand over the next 10 years. This program will focus on helping employers build sustainable talent pipelines across the country. Employers will be trained to improve their recruiting, hiring, onboarding, and retention processes, leading to engaged, productive employees and increased productivity.

Since establishing the First Flag in 2021 in Philadelphia, additional Flags were established in Pittsburgh, PA, and Hampton Roads, VA in 2022. A Boston Flag launched in April 2023 which will run parallel to the Long Island Flag. The Long Island process begins with the development of a local Partner Demand Signal leading to a customized, employer-driven Talent Pipeline system.

The Talent Pipeline Program will forge critical relationships between industry partners and regional training providers to create Talent Pipelines to build a stronger, more resilient defense industrial base workforce in the Long Island Region. The task is to work with small and medium-sized suppliers in the defense industrial base to assist them in building Talent Pipelines to meet their hiring and retention demands. Talent Pipeline Program support services are provided at no cost to participating Partners wishing to improve their Talent Acquisition and Retention Systems performance in exchange for sharing their data and learnings with others in the defense industrial base.

A Partner Orientation and Networking Conference will be held on Long Island, NY on August 29, 2023, to allow Employers, Training Providers, and Facilitators to learn about the details of the program and pledge to partner. The Program Management Team is currently identifying potential partners, conducting individual informational sessions, gauging interest, and beginning to customize the base Talent Pipeline Program model to meet the specific operational circumstances of the Long Island region.

GSE Dynamics, in Hauppauge, NY, has agreed to join the Program Management Team as the Local Partner Engagement Coordinator and will be engaging regional partners to ensure we are customizing the model to meet the needs of Long Island. “This announcement reinforces that Long Island is, and will continue to be, a critical supply chain partner for the Defense Industrial Base. We are committed to this workforce development project and committed to the continued success of this region’s economic impact by supporting the Nation’s defense industry,” Anne Shybunko-Moore, CEO, GSE Dynamics.
